Its EASY to apply a thin silver layer to copper or brass. A silver nitrate solution will do it. But once there's a solid layer of silver a molecule or two thick the action stops because it depends on the relative electrochemical potentials of the base and silver, and with silver as the bass there's no potential and no material laid down. To put down silver from a chemical solution onto silver you need an external DC power source. Equipment can be bought to lay down silver, but the resulting deposit will need to be polished because plating techniques work best on the highest points and so guarantee to make the plated surface rougher.

There is a rub on silver plating compound called "Cool Amp" from the Conducto-lube company that puts a thin smooth layer of silver onto copper and brass. Its used to reduce power losses in power substation connections.
