As you suggested, there must be a brass shortage. In the early 90's, Cerveny CC's came into this country pitched so sharp that they couldn't be tuned. I surprised to hear it still happening.
Maybe.... just maybe... the temperature in European factories plays a part.
If the factories are very cold, the horns play flat... they build the horns short to get them up to pitch... they come to the US playing sharp. Aha! elementary my dear Watson.
