Used a Fulbright to do work at Royal Northern College of Music in Manchester last year. It's a long process, and very time consuming, but very worth the effort. I earned a Postgraduate Diploma in Performance...what we would call a Artist Certificate. It was an absolutly fantastic experience and a year that I'll never forget, musically and otherwise. There should be an office or some person at your university in charge of Postgraduate Scholarships. It's a very prestigious thing for Universities, and they'll work hard to help you out. Also check with the international studies office, they should have some stuff for you as well. Besides the Marshall and Fulbright, there is the Rhodes, and others.
