I think the low register on an F tuba is something you either figure out and it sticks with you or you don't figure it out and never get it. There's nothing wrong with either scenario nor does it make one a great or a lousy player, just different.
There are lots of things I haven't figured out (like how to get js to sell me his fabulous B&S F), but lucky for me, the low register of an F tuba isn't one of those things.
