You may want to look at other instruments if your are unwilling to go beyond $8500. These instruments are running around $11,500 new. Since most sell farely quickly, do not expect to see the price come down. The cheapest they were EVER sold new was a year ago when Brook Mays liquidated their tuba stock and dropped their MW 2000 price to $9000, down from $10,500 (which they sold at almost everywhere for quite sometime). The dollar has been creamed by the Euro as of late, so prices are higher. These are high-end tubas whose owners rarely part with them. Instruments of this caliber tend to hold their value. I do not believe you will find a seller willing to take a $3000 - $4000 bath on a MW 2000. These horns haven't been on the market that long, and I doubt you'd find many Hirsbrunners of the same vintage selling for the same discount you seek on the MW.

If you really want one, the is one used for sale further down the board. As it comes with a flight case and gig bag, the discount provided by the seller is quite reasonable.
