Is this really a GG 4RV contrabass tuba?

Found illustrations of a truly odd tuba.

Claimed to be in G, which according to my "calculations" of the tubelength, then would be GG-contrabass pitch.

One more oddity is the relative length pf the 4th valve tubing. I simply find it being too short to be a fourth valve (= lowering the alleged G instrument to D).
