This should not be difficult at all, assuming you have some basic woodworking tools. I would suggest building a frame out of 2x6 pressure treated lumber -- quite like framing for a wall only laying down on the ground. Run a couple "joist" 2x6's across on 12" centers, and cover the whole thing with 3/4" pressure treated plywood. Paint, or stain and you should be set.
Warning: This will be very heavy! If he needs it to be taller than 6 1/4", purchase 2x10 lumber. If you have any questions, feel free to contact me.
