It was indeed another "It'll never pay for itself" taxpayer-financed bond issue.
The INCREDIBLY STUPID thing was that they had JUST made GREAT STRIDES in renovating the ORIGINAL (again in the same exact SPOT) HALL, including all new seats $X,XXX,XXX (mysteriously disappeared when the building was bulldozed), a magnificent $XXX,XXX Wenger stage shell (which also mysteriously disappeared when the building was bulldozed), and re-surfacing (some re-guiding, etc.) of the interior and its decor.
I didn't say that the whole thing wasn't INCREDIBLY STUPID AND WASTEFUL (which it indeed was), I was just saying that folks don't attend concerts very much unless they are held in concert halls.
