The award is provided by the company thet produces "The Instrumentalist", and does recognize the most outstanding band member, as nominated by the band director. There is no stipulation as to the age or grade level of the student.
The winner of the award is archived. The archive used to be in the Smithsonian at one time, but I can not confirm this.
For the other thread who was interested in starting a list of formet winners, I won the award in 1981.
