On a BBb tuba, everything must be played down a whole step. The "G" on page 22 is your low "F". The key signatures are valid. On page 26, you would play the first line in the key of "F", (one step down from "G"). Essentially, you need to learn to play this music with Bb trumpet fingerings, (a great skill to have will open up all kinds of trumpet literature for you). Be patient and work the transpositions out slowly; you'll find that it's worth it.
