The answer is yes.
Professional musicians have a minimum standard. They play the correct note at the correct time with the correct articulation and dynamic. That is the starting gate for a pro. A good pro will start there and add musical expression, either individually in a solo situation or collectively in an ensemble.
I once asked Lee Hipp the same question. Is it more important to have expression or technique? He answered that a real pro had to have both. You can only express incompetence if you can't hit the notes.
