Many years ago when I was having trouble with constantly chapped lips I went from chap stick and similar to lanolin on the advise of a pharmacist. You may need to go to a good drug store to find plain lanolin which hasn't got a lot a perfume and other additives. This is about as close to natural oils from the skin as you will come.

More recently, having changed my diet to using virtually nothing but high quality olive oil for all my cooking and in place of butter etc., I find I have much less trouble and find that after having something like a salad with olive oil as the dressing, my lips seem to absorb a bit of it and stay softer and avoid chapping. You could try just rubbing a bit of olive oil in.
