Building your own English wheel seems pretty extreme for turning out the occasional bow guard, although I suspect you could adapt a dent machine to do the same thing. Know any auto body shops that cater to the antique/vintage car enthusiasts? Many of them have English wheels that you might be able to wheedle a little time on.
Or you could cobble something together from a trailer ball hitch and a big hard-rubber caster...
