I remember this being discussed a while back (Or maybe I read it in the archives?). Anyway, some said it has to do with the octave of the horn, others say it has to do with the bore size. BBb and CC seem (from my observations) to always be noted with the "double" letter, Eb seems to change (Bessons smaller horns are labeled as Eb and larger ones as EEb, if I remember correctly), and as for Fs, I always see "F", never seen it called an "FF"...but there could always be one.
