Part of the problem is using the term "key" to describe tubas of various fundamental pitches. Tubas are not made in a key--they are made in different lengths that produce different fundamental pitches. But all tubas are chromatic, and can play in any key. The music is written in concert pitch like piano music, where the written note sounds as written.

The difference is in the fingerings needed to play specific notes, which vary with tubas of different pitches.
