All of the requirements for owning a .ca domain are met(otherwise I would not have been able to register the site). Content of .ca sites don't have to be expressly "Canadian", though, anymore than .com sites have to be commercial, or .co.uk sites have to be British.
I you have any great ideas for a Canadian tuba theme, though, I'm more than eager to hear it!
