you might also:
1) use some of the $$ to rehab your existing horns - and cases and stands to protect them (Don't put them down on the bell!)
2) used equipment - unfortunately, band programs do get cancelled sometimes.
3) get 3 or 4 3/4 size tubas - getting better equipment for the beginners might keep them hooked, and eventually you have a 10 horn tuba choir.
4) re-consider asking the teacher what he/she needs most for the low brass section - maybe there's a crushing need for a sousaphone and bass trombone, or a marching euphonium, etc. Just don't let it be spent on percussion! ;)
