I have a number of relatives with dual citizenship. They all received it by having one US citizen parent and another parent of another country. Even with an American parent, the parents had to register the child with the US consulate in the country in which they were living to ensure that the children had dual citizenship. My wife has a cousin who's children claim citizenship in the US, UK, and Israel. Their mother is American, their father is British, and they were born in Israel, although they now live in the US.

On the other hand I believe that joining the military of any other country, even a close ally, would be considered as having renounced your US citizenship.
