Those anti-tarnish bags are actually a soft flannel with extremely fine metalic silver embedded in the cloth. The silver in the cloth reacts with tarnishing agents (sulphur, etc.) in the environment, saving the silver inside the bag. You can buy this silver cloth at fabric stores, and it takes only a few minutes to sew up a bag to fit a tuba. I have made silver-cloth bags for my mouthieces, which tends to provide some additional scratch protection for the rims.
