Most libraries carry the full set of scores of Shostakovich symphonies. If you are patient you can copy the tuba part individually from each score and maybe use Sibelius or Finale to get it looking nice. Also look in the archives under "Out of Print Prokofiev Works". There is a link to a site of a music distributor in Europe who sells copys of the tuba parts to the Symphonies. Good luck!
