One bit of information that you've omitted in your example is the amplitude of the fundamental relative to the other harmonic content. If Dr. Young's statement holds true, the fundamental content in a pedal should be very small indeed.

What you've pointed out already does verify my own limited experience. When a band is short of basses and the bassline is hard to hear, it behooves the players to ignore octave divisi parts and simply play the upper part in unison. Overtone richness suffers, but perceived volume picks up dramatically. The sound isn't as broad, of course, but it's quite audible.
