I use an "aircraft" (very long) drill bit, which allows easy access to that difficult-to-reach area on the rotor casing. I take care with a very low speed rechargable drill to get the hole started in the proper place and to get it going in the proper direction (straight in, that is). I drill the hole centered left to right but ABOVE center top to bottom. Drilling ABOVE center works fine and allows more leeway. When I get close to drilling all the way through, I relax the pressure on the bit so as to not throw any brass shavings in the casing once the bit breaks through.

I don't know if I would recommend this for others, but I actually leave the rotor IN the casing. 95% of the time they work perfectly, and the few that barely hang up on the burr around the hole are smoothed off easily by oiling the valve heavily and working it past the spot several times.
