The St. Petersburg tuba from www.tuba.com is a great horn for the money (about $1500 in original Russian form, with shipping, handling, duty, etc.). It is not that hard to make a new set of keys for the valves (I have made two sets so far, and am working on a third set). If you are handy with a propane torch there are many simple improvements that can be easily made, and which can transform an average-playing horn into "one of the good ones".

For what Tuba Exchange charges for their version you might want to look at other tubas before deciding.
