I wholeheartedly agree that if this is a silver plated horn that CLR would be the wrong thing to use, but to me "olive" means a shade of dark green and would seem to imply brass, in which case the bath I recommended is pretty gentle on brass. Most old silver horns seem to tarnish to a brownish-black.

But by all means, try some Hagerty's (or even some toothpaste) on a section to see what the underlying metal is. If it's silver and the tarnish is really heavy, you might try a little Tarn-X to clean it up, carefully washing the horn off afterwards.
