The treble to bass trick you are talking about, only applies to a treble clef part which is transposed for an Eb instrument.( Eb Alto Sax, Eb Bari Sax or an Eb tuba part) It will not apply to a hymnal or music in concert pitch like a piano or flute.
You need to first learn the concert pitch fingerings for the Eb tuba (Eb open, D second valve, Db first valve, etc.) then play the treble clef notes as written but sounding down an octave or two.
If you are familiar with trumpet fingerings get a C tuba and then you can play out of a hymnal just like trumpet. It will obviously sound two octaves lower however. ken k
