It would probably be MUCH simpler to spend the time to learn the fingerings on Eb tuba reading in C instead of trying to transpose and do weird mind contortions. Once you can read bass clef in C you should be able to pick up treble clef in C fairly readily. This is what most vocal music is in.
I believe flute music is also in C, so that should be no problem either. Trumpet music is typically in Bb, so you will need to transpose down 1 step.
If you plan on playing much Eb tuba, then you will need to learn to read in C, just like BBb or CC tuba players do.
