You'll find that the greatest emphasis on doubling is in the Navy bands. In the other services, it may be encouraged but is certainly not required. Of all the euphonium players I was stationed with during 22 years in the Army, I'd say just over 50% of them doubled, and even then were not asked to do so unless there was a real need at the time.
Some doubled on trombone, some doubled on tuba, one played electric bass and one even played trumpet (!)
