I've only found the noisy valve problem with the old miraphones with the S-linkage.  When I read/hear people complaining about noisy rotaries I have to wonder if they pay any attention to them.  I have three rotary tubas and if I want to keep the valves quiet I need to lube them maybe once a month.  Not nearly as much time as I had to spend on the piston horn I used to own...  I just keep a bottle of Hetman Key Oil in my bag and put a little oil on all the moving points in the linkage.  I don't even take the valves apart on a regular basis, only if they seem to need cleaning (which doesn't happen often at all).  
I think that people tend to think that rotaries need no attention at all, and I don't think that's true.  They require much less attention than pistons, but they're still mechanical parts that need lubrication and cleaning on occastion.
