"Resource Library for Published Works"

I'm still trying to track down several pieces of tuba music, including the Lebedev Tuba Tutor Methods, and several other pieces. One thing that was suggested to me was checking with the I.T.E.A. Resource Library for Published Works, but I can't find anything about it. It doesn't seem to have a home on the World Wide Web anywhere (which seems like a no-brainer to me) nor is there any published catalog for it anywhere. All I can find out is that if it really does exist, it's at Ball State University somewhere.

Does anyone know anything about this library and/or have you ever used it? Is it cataloged? And if not, why the heck not? The International Trumpet Guild has the catalog for their resource library easily accessible to members right on their website. Why is that not the case for us? Is it just in bad hands or what's the deal?
