Correct -- personnel entering "The Commandant's Own" start at Private First Class. Promotion comes quicker than in other MOS's, though, because of how the D&B's rank structure is distributed.

On paper, it is also the bugler's school, which entails on-the-job training. Therefore, these personnel don't go to the Armed Forces School Of Music -- they come right out of Marine Combat Training.

The D&B is also under the command of Marine Barracks, while (I believe) the orders for the President's Own come from the President and from Congress. I've been told that the Barracks still must issue an invitation every week during the parade season for the band to perform at the Evening Parade on Friday nights.
