As far as I know, and I may be WAY off on this, but used equipment that is no longer needed by a unit is offered to other units throughout the Army. If the equipment is no longer useful to any unit and is unwanted by any unit then it can be offered for auction to the public after it has been demilitarized. I would believe the chances that there is a functioning or repairable Yorkbrunner being released by a unit to be low. The chance that such an instrument being released and also unwanted by any other tuba player or unit in the entire US Army Bands program is also slim. The type of equipment which I see sold are things like 30 year old typewriters and metal shelving.
