I'm a proponent of reducing vibration within the instrument itself. I use a vinyl ring around the bell rim of most of my tubas. With the long bell German design instruments a belt around the trademark area of the bell helps. I also use small rings of clear vinyl tubing around mouthpieces to achieve the damping properties of the heavy-wall mouthpiece design that is cheap and can be applied to any mouthpiece. My experience has shown that this can clarify response of difficult notes and greatly enhance the projection.
