Try crazy-glueing a quarter to the 4th valve paddle (assuming you have a rotary tuba). If it is a piston horn, I'm SURE there is something you can do with hand position, move the thumb ring, or don't use it; place your thumb elsewhere on teh valve cluster. WARNING, SARCASM AHEAD --> If that doesn't work, try crazy-glueing your fingers to the valve buttons. JUST JOKING **PLEASE** don't do that! If it IS a piston tube, you can have a custom made valve cap that is offset, to compensate for your short little finger.
