If you can absorb his ridiculous obsession with his "position" and playing ability (or lack of), then you will be fine. If it will really annoy you, then of course, you have an issue. I think it is best to have a "smile and nod" attitude, just ignoring every idiotic thing he says.

If he will truly annoy you though, you have a problem. You either need to chat with him (only works if he is moderately reasonable), try a coup to get rid of him (if there are enough good tuba players in the area, there is no reason for the ensemble to keep a prick there), or you may get enough satisfaction by playing tons BETTER than him :). Guys like this HATE it when they sit next to someone who plays better than them--that would be immensely satisfying for you.

If he seems to have a "tenure" spot in the band, then I think this is really up to you and whether or not you can stand sitting next to him. Just try it for a few rehearsals and see what happens. You can always quit.
