I did a paper on this a few years back and I believe most of the info you want are in books. I would look up the Tuba Family by Cliff Bevan and the book by Donald Staufer called Treatise on the Tuba or something like that. Are you looking for just tuba or are you including Ophicleide (sp?) If you are just looking for tuba, I think pieces around 1850 started using tuba. Maybe around Brahms but I am not for sure. If you want to include ophicleide I think Berlioz would be the big composer. Furthermore if you go back to even serpents, I think that some orchestras would use them in earlier works to fill out the bass sounds. I don't claim all this info is correct, it is just what I remember from my research. Hope this helps.
