If you've got the experience behind you, then your first steps should be to put together a board of directors for the camp, and get chartered as a 501c3 youth program(otherwise you'll be looking at a budget $10,000 or more higher than what it could be). Once you've got that underway(along with an accountant and a lawyer), then you'll be ready to make the more specific inquiries (though you should use your Board of Directors for that... not an anonymous BBS).

As for music, I'd check with TUBAPress.. personally, I'd recommend going Tuba/Euph ensemble, as there isn't much you can do with a bunch of high school/middle school tuba players that will be educational for the kids and entertaining for the audience.. but if the talent level of your kids is extremely high, there's a lot of 4 part tuba-euph stuff that can be done with 4 tubas.. but if your bent on having a 30 piece tuba choir, your best bet is to find a hymn book or something of the like and start writing out arrangements yourself.
