This argument is just a way for music educators to try to keep their programs from being cut in lean economic times. ANYTHNG which can be "proven" to raise test scores becomes sacred...So why not try with music.
Of course, what IS music?...rap? rhythm? hip-hop dance? Why be in a school program to learn "music"?
