The problem is that the majority of society does not have a clear picture of the worth of an education involving music. Thus, when something like the "Mozart Effect" comes along the general public sees worth in music. As musicians and music educators we know that this is only a possible side-effect. The root of this problem is that only 15% of students (k-12) are receiving any musical experience. The memorization of obscure historical facts in music appreciation courses is not the answer. One music philosopher suggests that only through active participation, "making music", do we actually understand the purpose (the Worth) of music. Since we currently only reach 15% of all K-12 students with music performance classes, how do we provide "music making" experiences for the majority? (So what do you think? What are your views? Please try to be positive and constructive with your answers.)
