Eb vs. F, Regional preference?

Maybe this was answered in the last Eb vs. F thread, but I didn't bother reading the whole thing so I'm sorry if this question has already been asked or answered.

1) It seems to me that most (not all, but most) professional tubists in the United States use F tubas as their bass tuba. I've heard that in Great Britan, Eb tubas are prefered. Is this correct?

2) If this is correct, realizing that one is going to basically maintain their characteristic sound no matter what instrument they are playing, is it due to a difference in preference of sound? (Just like a tuba is going to sound like a tuba, but there is some difference between the overall sound of most BBb tubas vs. most CC tubas.)
