Yes, there is a CD available with John Fletcher playing the Vaughan Williams. It is on the RCA Victor label, 60586-2-RG. The recording is with the London Symphony Orchestra with André Previn conducting. Also on this recording are Vaughan Williams Symphony No. 5 and Three Portraits From "The England of Elizabeth".
The Tuba Concerto is NOT listed on the front or side panel of the CD, so it would be easy to flip past this one if you were in a record store.
