If you have entered the part in a plain treble clef staff with the keys/accidentals of the original Eb brassband part, then you have to use the Key Signature tool at first.

Change the opening key to the concert correspondent of the one seen in the Eb part. That is adding 3 flats or detracting 3 sharps. Be sure to check the "Transpose All Keys Proportionally" box in the Key Signature window. That will save you from editing each shift of keys through the part.

Then you will have to use the Staff Attributes tool to change to the bass clef.

That will leave you with a part way too high in sky above the staff. Use the Mass mover tool to transpose it down to the right octave. 2 or 3 octaves depending on the situation.

The easier way is to set up the treble clef stave before entering the part:

In the Staff Attributes tool choose the Bass Clef as initial clef. Choose transposition to be (Eb) Up M6+Octave, treble clef.

Write in the part as written in the original part. Uncheck Transposition in the Staff Attributes tool window. And you have got the part as wanted.

The easiest way is to realise, that Eb tuba TC parts are identical to bass clef parts apart from the key signature. Use the transformation trick with the addition of 3 flats or subtraction of 3 sharps. And you are up and running.

Be sure that this posting is not an endorsement of using huge 6/4 CC BAT’s on brass band Eb parts. That would be a very BAD idea, as it would ruin the smooth transition of sound, and weight of sound, from the BBb tubas through the Eb tubas to the euphs.

PS: I just downloaded the Allegro demo from Codamusic.com to check whether the procedures correspond in Allegro and my usual Finale application. They do.
