I don't know how you get along with the other tuba player on a personal level, but
if it's decent, then why not ask him or her to work on some pieces together? You
don't have to present this as way to punish or bring in line the other tuba player,
just as a way to develop a more unified sound. In my band experience, instrumental
sections did this all the time. (Trumpet players in the bathroom!) Seriously, this can
be done in the band room or a practice room at school. And bring a metronome!
