Raum Concerto del Garda was recorded by John Giffiths and the music is available from TUBA Press. If it's Anderson's Tuba Cto. #1, Sam Pilafian has recorded it and the music is available directly from Eugene Anderson. Bernel Music and Tap Music both carry the recordings and Bernel Music can get you the sheet music as well. I don't believe the Raum Pershing Cto. has been recorded yet.
