This may be the case now, but it has not always been so. My Sanders tuba from 1984 was a rotary model that was clearly and uniquely a Cerveny 686. When I peeled off the stuck-on (not soldered) Sanders label, it said Amati underneath. But it was Cerveny through and through, and was definitely made in the Cerveny factory at Hradec Kralove.

Amati/Denak's policies on labelling have shifted all over the place, and so I think you have to evaluate each instrument rather than being able to depend on generalities.
