Your final sentence proves my argument regarding nomenclature. Many tuba players refer to the four ledger line F simply "low F". Thus the "pedal" (Where are "pedals", except on a pipe organ? I believe the low notes on the pipe organ, played by the pedals, are the origin of this misnomenclature.) term is indeed a very poor misnomer, whether very many know the correct definitions of the words "partial" or "overtone".
