I've fooled around with it on other instruments (instruments that I haven't mastered otherwise). For instance, because of the resistance, it is quite easy on the oboe, and with the oboe, not much "storage" is required.
It hasn't occurred to me to mess around with it on the tuba. When I've witnessed others (including some world-renowned players) doing this while playing the tuba, the required mouth storage for tuba playing distorts the embouchure and the frantic snorting required is comical.
Quite a few years ago, when I attended an Empire Brass recital, several of the players were doing it - totally unnecessarily - on a piece where normal breaths would have been easy. I wondered (and still do) if they were doing it as some sort of private joke, as the effect was totally comical (though no one lauqhed) and a complete distraction.
