Miraphone did, but I heard that they recently stopped producing Sousaphones. The ones I have played are aweful. Just intolerable intonation tendencies, uneven response, and challenging to make sound great. F's are 4th. D's are 3rd. All C's are 1,3. Not a pretty picture.
The best responding and sounding Sousaphone is the Conn 20K. It is three valved, but you don't need 4 valves. That extra valve will just add to the weight. If you really want to play that low, then utilize false tones.
