The "tounge-in-cheek" message asking if the rotors move is based on a number of discussions about Chinese tubas on this list. I am also a beginning tuba player and certainly can't offer you much advise.
I suggest that you try it out and see if it will play well for you. Contact a low brass teacher and ask their opinion. My understanding is that there is some inconsistancy in the quality of these instruments.
