I also have a Whaley Royce Imperial and was here asking the same question about a year or so ago. A poster with the handle "TubaDave" pointed me to the Canadian Music Periodical Index at the National Library of Canada.
There I found references to Ed Whaley and his factory, the death of Ed Whaley in 1920, and the plans of his heirs to shut down the factory following his death and sell of remaining inventory in 1921.
I have also heard anecdotal stories that the Whaley Royce name was used for a company that imported Boosey & Hawkes instruments into Canada for a time, but it is my understanding that a true Whaley Royce must come from the pre-1921 period.

I have never found anything in the way of a serial number reference, but the serial number on yours is a lot lower than the one on mine, so it's likely pretty early.
