My Daughter, Sister, and Brother-in-law all play oboe (and my Brother-in-law has perfect pitch) and what you say is true to an extent. Oboe reed staples can be inserted into the instrument to different depths which can have a huge impact on intonation. As long as you insert it the exact same amount each time, the length of the reed determines intonation.
